Home-schooling in England?

-Would my parents be able to home-school my little brother? We're from Egypt and he doesnt think his school is very good, I'm sure its not bullying or anything. Mum and Dad both dont have any teaching qualifications but are very good at maths, my brother's already good at english/ literacy...
